Following telegram has been received from the Secretary of
State for the Colonies. Please repeat it to Weihaiwei. (Begins)
October 20th. Referring to previous telegrams on the
same subject, the first two months of the war have now
shown that no increase in the loss of merchant shipping will be incurred by keeping the trade routes always open. It is not likely that an enemy cruiser which makes its
whereabouts known by sending the crews of its prizes into port is going to stay on the same route: and there is no remedy short of closing all routes for an indefinite period. For the next point of attack is a matter of
conjecture.
At the same time owners and merchants lose very heavily in insured vessels are detained in port, and such deten- tion if continued defeats the object of the Government
Insurance Scheme.
There is small risk of capture for vessels sailing after dark and making good offing with dimmed lights. Any detention of shipping should be at once reported by
telegraph.
